He was taken into custody Wednesday after investigators said he stabbed a man and a woman in a neighborhood off TC Jester Boulevard just north of Spears Road. The woman survived but the man died before he could get inside his home to get help.

Harris County Precinct 4 Constable's Office officials said Andrews was standing in the middle of the street flagging down drivers while holding a seven-inch-long kitchen knife and a stuffed animal.

"From what we know, these are just motorists driving along the street. They’re strangers to him. He doesn’t know them, they don’t know him. He approaches the car -- waving them down and when they stop to see what’s going on, he stabs them," Harris County Sheriff's Office Sgt. Sidney Miller said last week.

Officials said a woman stopped and Andrews stabbed her in the torso. She was able to drive away and was expected to survive.

Investigators said Andrews then flagged down another vehicle and stabbed the driver multiple times. The victim drove to his house but died before he could get inside.

Officials said when constable deputies showed up, they told Andrews to put the knife down, but he wouldn't listen. That's when they said they used a Taser to subdue him and take him into custody. They said he didn't live in the area but was staying at his aunt's house.
